City Council approves One45 for Harlem unanimously

On July 14, 2025, the City Council approved One45 for Harlem unanimously. The official transcript of the meeting records 42 votes in favor and none against. The approval came after a project on the same site had been voted down years earlier.

One45 is 1,000 apartments across 3 buildings at West 145th Street and Lenox Avenue, including 338 permanently affordable homes, 90 of them in a 100% affordable building for seniors.

The Council’s Subcommittee on Zoning and Franchises held its public hearing on May 20, 2025. Shams DaBaron, the Founder and Chief Executive Officer of LionFox, testified in support of the project. On June 26, 2025, the subcommittee voted 6 to 0 and the Committee on Land Use voted 8 to 0 to approve it with modifications.

The Council’s announcement of the committee votes listed commitments that come with the project. They include $8.8 million for Brigadier General Charles Young Playground, a 23,000-square-foot technology center with community rooms, and a 20% local hiring target for Harlem residents.

LionFox is co-developer, delivering the affordable housing. The development team includes One 45 Lenox LLC, Coltown Properties, and Pointsfive. SHoP Architects is the designer.
